On Tuesday, the House Committee on Appropriations passed the FY2008 State-Foreign Operations spending bill with an historic $2.1 billion increase in poverty-fighting development assistance!
The increase will go toward ONE’s core goals, including: child and maternal health, basic education, global health and clean water programs.
Highlights from the bill:
-$6.519 billion for global health programs, including HIV/AIDS.
-$550 million for the Global Fund to Fight AIDS, Tuberculosis and Malaria. (President Bush requested no funding for the Global Fund in the State and Foreign Operations Appropriations bill.)
-A major increase for the Child Survival and Health Programs account, which is $393 million above the President’s request.
-Increased resources for health programs including combating XDR-TB (Extensively Drug Resistant Tuberculosis), malaria and maternal and child health.
-A major increase for the Development Assistance account for a total of $1.734 billion, which is $692 million above the President’s request. This will fund an initiative on basic education for developing countries as well as an expansion of safe water and environmental programs.
- $750 million for basic education
-$300 million for improving access to clean water

Now, it’s on to the Senate to see what funding levels that our movement can come up with there.
Let’s always remember that these politicians are moving on the issues of AIDS and extreme poverty in our world because they HAVE HEARD OUR VOICES and they are concerned about the POWER THAT WE HOLD IN OUR HANDS for the world’s poorest people.

This is really great news, I hope. It seems after a dissapointing G8 Summit, there were some sincere US politicians at home that were able to secure a hefty amount of funding. However, I’ve begun to read the DATA Report 2007 for the USA pledge for 2006.
Please correct me if I’m wrong, but since the US dragged its feet and fell short of it’s 2006 pledge, the US needs to pledge at least $941 million a year if it wants to meet its sworn oath to give $4.1 billion in aid by 2010.
If that’s true, I was trying to find how much of the FY2008 State-Foreign Operations spending bill will provide aid to Sub Saharan Africa, thereby achieving ONE goals for next year?
FINAL QUESTION:
Will the $2.1 billion increase get America back on track for next years DATA Report, or is this a noble bill -but still less than the government promised?

The people who need our aid have been shafted every year aid is proposed or even passes one of the chambers. The Senate just voted to increase money for abstinence programs to cater to a president who is now universally despised by the world and by 75+% of Americans, This is another huge blow from a Congress that has an approval rating in the teens and low 20s due to its insubordination to the will of its boss, the American People. (We voted in November to have our public servants actively work to change our foreign policy, including ending the war and working to end global poverty. If in spite of this, an aid package finally – FINALLY after seven years of reneged promises – passes, that will be cause for joy. But I’m not shaking my tamborine just yet.
